They hold 13 different types of tokens, all stored on two centralized cryptocurrency exchanges: Binance and MAX. A closer look at the declaration reveals that the majority of their assets are held in Bitcoin. Fan Huan-ying holds approximately 0.19 BTC on Binance, valued at 642,499 TWD, and approximately 0.8 BTC on MAX, valued at 2,713,830 TWD. His wife, Chiang Chia-chieh, also holds 0.2 BTC on MAX, valued at 676,252 TWD. In addition to Bitcoin, Fan Huan-ying also holds various mainstream and emerging tokens. On the MAX exchange, he declared approximately 10 ETH valued at 1,214,213 TWD, and approximately 44,000 MAX tokens valued at 471,980 TWD, along with a small amount of Litecoin ($LTC). On the Binance exchange, Fan Huan-ying holds approximately 33.8 BNB valued at 1,135,462 TWD, as well as XRP, DOGE, over 94.72 million SHIB, and the stablecoin $USDC. Based on the declared values, the declaration date likely fell around November 2025, when the price of one Bitcoin was still around 3.2 million TWD, though it has since fallen to approximately 2.4 million TWD. Virtual asset declaration threshold is 200,000 TWD; storage institutions must be disclosed With the increasing popularity of cryptocurrencies, the Control Yuan has established clear regulations for civil servants holding virtual assets. Earlier this year, KMT legislator-at-large Ko Ju-chun and fellow KMT legislator Liao Wei-hsiang also disclosed their holdings of Bitcoin and ETH, respectively. In an explanatory article on virtual asset declaration published in 2023, the Control Yuan stated that if the total value of all virtual assets held by the declarant, their spouse, and minor children reaches 200,000 TWD or more on the date of declaration, it must be reported. To avoid overly cumbersome procedures, the regulations include exemption conditions: individual virtual asset categories valued at 1,000 TWD or less do not need to be listed item by item, but their value must still be included in the 200,000 TWD total threshold. Additionally, the Control Yuan requires declarants to accurately fill in the storage institution or wallet provider, such as an exchange or custodian, to ensure transparency. If users store assets in a cold wallet, they can also make a special note on the form. As cryptocurrencies are incorporated into the "Public Officials Property Disclosure Act," the National Taxation Bureau has also presented research on cryptocurrency taxation regulations to the public.
